This law states that all persons within countries of the WA have the right to protest (PEACEFULLY) against a governments or organizations actions or doing, free of being violently cracked down on or punished.
This defines "peaceful protests" as ones that do not intentionally cause physical harm or abuse to others.
A violent protest which may be met with federal forces is identified as an angry mob, with weapons or projectiles, and are using them to harm others. Only then may a government meet this forcibly.
So therefore every person within a member nation of the WA has the right to freely protest, free of punishment.
