Honored Representatives of the World Assembly,
Acknowledging that under current limitations of technological resources and incomplete scientific models, the prediction and mitigation of natural disasters represents a difficult and flawed process,
Recognizing that such events leave thousands injured, homeless, jobless, and at risk of epidemic and exploitation,
It is my humble proposal that the World Assembly,
1. Assemble an international monetary reserve to fund disaster relief and recovery efforts
2. Provide financial grants to efforts in improving disaster prediction techniques
3. Establish a task force dedicated to rapid international response, rescue, and relief in areas devastated by violent natural events.
